Lieutenant-Colonel Jorge Paulo Soares dos Santos was born on the 23th of January 1973. He entered in the Portuguese Military Academy in 1991, where he graduated in military sciences in the area of Security Forces. In 1997 he began his career as a platoon commander in a Special Intervention Unit of the Portuguese National Republican Guard (GNR).
In the year of 2000, he served as a Liaison Officer of the Rapid Response Unit (RRU) in East Timor where he was responsible for planning and coordinating police operations. In that mission he was also responsible for establishing all contacts with outside entities, forces and NGO’s. During this mission he designed and implemented several databases for his unit on the scope of the East Timor police operational cenario .
In 2001, he was placed in the headquarthers of the GNR where he served in the Branch of Communications and Information Systems. In the year of 2003 he became the head of the Web Development office where he led several Web Application project’s (The Intranet and the WebSite of the GNR).
He also was commited in 2006 the position of Head of the GNR Mainframes Systems (AS400).
In the year 2011, he represented Portugal, in a mission in Mozambique where he was an Advisor in in the area on Integration of Police Information Systems
Nowdays, he is the Chief of the GNR Cybersecurity Taskforce, being in this security force responsable for promoting law enforcement projects in the area of cyberespace.
At the academic level he has a “technical Computer Course” (1987-1991), a “Post-graduate on criminology with specialization in CyberCrime” (2002-2003), a “Post-graduate in Law and Security”(2006-2007), a “Master Degree in Law and Security in Cyberterrorism” (2013). At the present moment he is lying to finish the last year of “Graduation in Computer Engineering”.
He wrote 2 books in the area of computers, namely: “Cyberwar - The phenomena, Technologies and Actors”(2007), “Safer Internet for Children” (2009). At the present time he is writing a third book under the title: “Develop Facebook applications in Web and in Mobile environments”.
